Problem with lowsec is that a 1-pilot sustainable income plan varies depending on the population. Active lowsec is dangerous regardless of your ship. I've popped people's expensive tengu's coming in to lolunscannablepve in lowsec pipes. I've also been to dead-end-back-water systems and found lone pve-fit battleships farming it up (usually pirates who got bored).
The price of doing business in lowsec is worth it to me simply because I don't care for alliance politics and I hate living in empire. That said, the cost of doing this on one account is very real: farming up sec status if you get into much pvp, dealing with hot-zones and avoiding gate camps while trying to get resources in and out of empire, and ofcourse dealing with the odd super-carrier that swoops in to bang your tiny lowsec POS just because it can.

This is not necessarily true. If nullsec redidents were given some incentive to visit lowsec with more regularity supercap issues (already present at times) would only worsen in lowsec. Not to mention the grid-loading wars that are regularly fought over in the north.
Currently lowsec hinges on very mobile bc-centric gangs, which is a very economical way to pvp (chance to gtfo is decent, losses from being popped are insurable). Should this paradigm shift very much the cost of pvp will become that of nullsec and necessitate a far higher personal income to compete.

I have no direct intention to nerf moon mining... I was referring to "low sec" ISK incomes should be focused more towards players living in low sec than AFK absentee alliances.

Even if I agree with you (I do), it's not a fight I wanted to start here. Akita has some good 'personal mining' ideas for how to fix moon goo.
